Part 17. The Office shall keep data in the admission, treatment and periodic assessment of all people admitted to facilities underneath its supervision. These kinds of data shall be non-public rather than open to public inspection other than (one) upon appropriate judicial buy whether or not in connection with pending judicial proceedings, (two) th
